Request for Applications: Technical Assistance Scholarship Program (TASP)

The Center for Community Progress seeks applications from public and nonprofit entities for the new, competitive Technical Assistance Scholarship Program, which serves communities in need of technical assistance to assess, reform, develop and/or implement systems to address large-scale vacancy and abandonment in their respective communities. This program provides the opportunity for communities to receive expert technical assistance from Community Progress at a significantly reduced rate.

All applications are due by 4:00pm EST on Wednesday, November 5, 2014.

Selected applicants for the Technical Assistance Scholarship Program will each receive up to 200 hours of direct technical assistance from a team of experts that specializes in relevant aspects of vacant, abandoned and problem property reclamation. Community Progress will select up to three applicants that submit strong and complete applications, demonstrating innovation, need, staff capacity and financial support to implement and sustain findings and recommendations. With this program, Community Progress aims to develop innovative models and approaches that will not only serve the technical assistance recipient, but will also help to inform the stabilization and revitalization efforts of communities across the country.

The Technical Assistance Scholarship Program is focused on the following areas: Data and Information Systems, Tax Collection and Enforcement Reform, Strategic Code Enforcement, Land Bank and Land Banking Program Evaluation, and Vacant Land Maintenance and Reuse Strategies.

    • Monday, October 6, 2014, from 12:00pm - 1:00pm EST: RFA Informational Webinar. 
    • Friday, October 17, 2014DEADLINE FOR SUBMISSION OF ANY FINAL QUESTIONS. Questions must be submitted to with “RFA Question” in the email subject line. Please first review the FAQ list for an answer to your question. NO PHONE CALLS. 
    • Wednesday, November 5, 2014 at 4:00pm EST: APPLICATION DEADLINE. Applications must be submitted via email as a single PDF attachment sent to Incomplete applications or those submitted after this deadline will not be considered.
    • Thursday, December 11, 2014: Finalists notified of results.
    • Monday, January 12, 2015: Recipients notified of results.
    • February - August 2015: For selected applicants, technical assistance administered.
